Vermont is HALF-WAY to getting it DONE

I've been trying to obtain a legal title by having the last owner/ operator apply for a replacement title, but the process seems to have stalled. The most direct route to that goal seems to lie thru New Hampshire. I'm in NJ, so trailering the bike to NH is feasible. Ultimately, assistance from someone in the southern end of the state would shorten the trip, but I'll go wherever necessary. Immediately, I'd like to talk to anyone who is familiar with the procedure. (How long does it take to get the title, how long does the bike have to stay there, what are the (state, local, personal) fees, etc.)
It would be helpful if this could be initiated about three weeks from now.....

I'm in southern NH, but am not familiar with what you need to do. Have you called the MV dept in Concord? Or maybe fish around in NH.gov for them? I can't believe hauling it up here would do anything for proving the last owner had released the title. Why NH, was your vehicle last registered here? I attempted to chase an old title in GA once, but dropped the idea real soon. Today, with huge databases, I would think it would be possible to find last owners or at least eliminate the chance that a vehicle had been reported stolen. I can't offer to run all around the state for you, but if you strike out after calling Concord you can try me for advice, etc. Don Londonderry

Further discussion with NJ DMV reveals that they will accept 1) a current registration and 2) a notarized Bill of Sale as sufficient documentation for issuance of a NJ title in the case of a vehicle coming in from a non-titling state - and the agent was aware that NH is such a state. He specifically mentioned, however, that the vehicle must be registered to a person, not a company. So, it seems that an assist from someone in NH would be sufficient to start my title process. I was hoping Bruce in Derry ("rodent") would ring in on this, as his post in another thread indicates that he's experienced with this procedure. Anyone in NH (preferrably southern! :-) willing to host my bike for a visit from the local police department and mail me the notarized BoS a discrete time later, please contact me ASAP!

I may not be getting this right but I have read it a few times and why do you have to get it inspected by the police in NH. I understand the BOS.
But in michigan they make you take some paperwork down to the local police to have them look at it and send you on your way.

Bruce's earlier post in another thread suggests that a bike lacking state-issued documents can be registered in NH (by a NH resident), but the bike must be physically present in NH to start the process. This is most likely to allow an inspection to verify integrity of the frame and VIN plate. I assume the VIN would then be checked against all available Hot Lists to verify that it is not reported as stolen. That NH registration and a BOS from the same NH resident would then be acceptable to obtain a NJ title. The NH procedure may require a BOS from me. Bruce states that he has gotten registrations this way numerous times, and I'd really like to get the details from him - but he hasn't been around lately.
I have spoken with the last person to have a legal connection with the bike, and am assured that they parted with the bike willingly and with compensation - but getting a replacement NJ title seems to be extremely complicated.
Any knowledgeable (preferably SW :-) NH resident, please respond ASAP!

DeWei, if you all you need is a bill of sale and title or registration, just have the PO get the BOS notorized, or is it that the guy you bought it from never registered it.

There are multiple problems with direct application for a duplicate NJ title, compounded by the death of the previously titled owner and the widow's frequent lack of sobriety. Trust me when I say that regarding that route, "there is no try".
Multiple consultations with NJDMV have convinced me that the best route to a NJ title is via a registration and BOS from a
non-titling state. NH appears to be the closest state able to initiate
the process. I don't mean to be rude, but PLEASE understand that I need to speak with someone IN NEW HAMPSHIRE who is WILLING TO ASSIST with this procedure.
BRUCE ("rodent") - - WHERE ARE YOU ???
DONaldo88 - - are you willing to inquire about the details at city hall? It might run up a red flag if I call from NJ to inquire about registering a vehicle in NH!

Is there any other state in the North East that registers without a title?

Yes. Vermont. A bike that old just requires a bill of sale and a local police officer to run the VIN. He then signs off on the registration application and you get the plates. The bike must physically be there to be inspected by the officer. A lot of bluffing is involved for a non resident. You don't drive up to the police station with the bike in the back of a NJ truck. Is a hand-written bill of sale from out-of-state acceptable? I assume the "buyer" would then also pay sales tax on the "purchase"?

When I talked with Dave yesterday afternoon, he was headed back to NJ with his VT registered bike, papers and plate in hand Another job well done by VTscrapman.

With Phil in NC making the connection for me to Peter in VT, I have "sold" the '78 to Peter. It took him about 15 minutes to walk the bill of sale through the DMV office and get a VT registration. In a couple of months, he will send me a notarized bill of sale transferring the bike back to me. The BOS and the valid VT registration will get me a NJ title. The two-month delay will avoid running up a red flag at NJ DMV concerning registration and immediate sale. I won't be riding for the next two months anyway - will rebuild the carbs, possibly do an in-place mechanical seal replacement and a few other cosmetic improvements. Should be in good shape for the PAmish !!!
Apologies for taking so long to check in and express my gratitude to Phil and Peter. Had a lot of other crap to deal with and not much time for pleasantries. Appreciation also to Bruce ("rodent") in Derry, NH, for putting me onto the "untitled out-of-state registration" track.
A note concerning VIN tracking: the VT DMV agent did NOT look at the VIN tag on the left side. Just looked at the stamped number on the RIGHT side of the head tube and said, "Yup, that's the one...".

Good job on getting the title. Hopefully you will have better luck the second time around. So you had to buy a VT plate to get the registration, did you have to insure it too?

I probably would have used international title service, though more costly, much more efficient and proven...

The Hold up is the character and lack of focus of the person I had recommended. It seems Pete has not sent the notarized bill's of sale even after constant prodding. I'm suggesting you go to VT and smack the snot out of him.

Wondering if it will do any good. If the bike is still registered in NJ under the previous owners name, won't they require signoff from them even with the paper trail through VT? Just wondering since I ran into that myself.

Calm down, Phil.....
My 22-Aug post was somewhat the result of still-not-on-the-road rage, and perhaps ill-considered. I didn't name names, because, in spite of the delay and the fact of having missed PAmish for not having a legal bike, I actually like Pete. In fact, communication was re-established on Tuesday and I should have the first set of papers ('80 Custom) in a few days.
That said, if he stands me up again, snotting him remains an option...

There could possibly be a problem with the '78, which was last registered in Jersey in 2004. With proper paperwork being submitted to support an out-of-state purchase, I'm hoping NJDMV won't bother checking their own records. The '80 has a history in Illinois (DMV was unable to find their own record of the title) and Massachusetts - but has never been papered by NJDMV.

The same problem occured with me in IA and TX. IA had used the vin off the motor and not the bike frame. when i went to register in TX, they wouldn't accept the bike registration from IA. I even had the bike at the DMV and clearly they could see the vin was correct on the motor. The idiots wouldn't transfer my title and register my bike. I ended up just getting a couple temp tags until I finally said screw it and moved back to God's country (yes Iowa).

On 8-Sep I received from Peter (in VT) a bill of sale and a transferable registration (both notarized) for my '80 Custom. On 9-Sep I received from NJDMV a Title for that bike. We will wait a few weeks (to put some age on the very new registration of the '78, and to allow the image of my face to fade from the consciousness of the NJDMV office staff) and do it again with the second bike. Will keep you posted - but there is definitely a light at the end of the tunnel. Yeah, I'm smilin'!

Holy %#$&*@#$ I haven't looked in for months, I've been fresh out of SilverWings. I went to the bottom of the string so didn't read all, is there something I can do, I am in southern NH and I drive to Concord every day to work. Sorry, I could probably have helped, and still may be able to???
